FOCUS ON TAX COLLECTION
Voluntary compliance and enforcement of the tax laws are at the heart of our tax system.  The IRS has the responsibility to find new and more effective ways to bring taxpayers into compliance.  This panel will provide an update on what is happening now with IRS collection.

MEET THE NEW TAXPAYER ADVOCATE
On March 30, 2020, Erin Collins took over as the new National Taxpayer Advocate to lead the Taxpayer Advocate Service.  Ms. Collins is the taxpayers’ voice inside the IRS.  She will also serve as a senior advisor to IRS management and will report to Congress on potential legislation that affects our tax system.  This panel will be an introduction to Ms. Collins and provide a sense of how the Taxpayer Advocate Service is addressing the challenges presented by the current environment.

Paul J. Mamo serves as the Director, Collection in the Small Business/Self Employed Division, where he provides executive leadership and direction in the design, development and delivery of Collection programs and policy in support of comprehensive tax administration programs and taxpayer compliance.
 
Prior to this assignment, Paul was a member of the IRS Senior Executive Team and served as the Director, Online Services, where he managed large-scale agency digital transformation efforts. He coordinated several digital transformational efforts for individual taxpayers such as IRS Direct Pay (allows taxpayers to pay their tax obligations online), Online Account (allows taxpayers to see and pay their balance due), and the IRS Online Payment Agreement (enables taxpayers to enter into a payment agreement with the IRS). He also led the IRS to begin communicating digitally with taxpayers by launching several Secure Messaging and text chat pilots with various groups of taxpayers to drive taxpayer interactions from paper to secure electronic communications. Paul’s other notable digital achievements include a newly organized www.irs.gov, which showcases a more streamlined website with a robust search function.

Eric is a partner in Green & Sklarz LLC, a boutique tax firm with offices in Connecticut and New York. The focus of Attorney Eric L. Green’s practice is civil and criminal taxpayer representation before the Department of Justice Tax Division, Internal Revenue Service, and state Departments of Revenue Services. His practice also handles probate matters and estate planning for individuals and business owners and tax planning for closely-held businesses. He is a frequent lecturer on tax topics for CCH, the NAEA, the NATP, the ABA Tax Section, and the Connecticut Society of CPAs. Attorney Green has served as adjunct faculty at the University of Connecticut School of Law. He is the author of The Accountant’s Guide to IRS Collection (available www.tgpublish.com), and he is a columnist for CCH’s Journal of Practice & Procedure. He is also the founder of The New England IRS Representation Conference. Mr. Green is a contributing author for Advocating for Low-Income Taxpayers: A Clinical Studies Casebook, 3rd Edition, and has also been quoted in The Wall Street Journal, USA Today, Consumer Reports, The Wall Street Journal’s Market Watch, TheStreet.com, and CreditCard.com. Before practicing law Attorney Green served as a senior tax consultant for KPMG and Deloitte & Touche. Attorney Green was the 2010 Nolan Fellow of the American Bar Association and has served as Chair of the American Bar Association’s Closely Held Businesses Tax Committee. Attorney Green is the current Chair of the Executive Committee of the Connecticut Bar Association’s Tax Section. Eric is a Fellow of the American College of Tax Counsel (“ACTC”) and a Connecticut, Massachusetts, New York, and American Bar Association member. He is admitted to practice in Massachusetts, New York, and Connecticut Superior Courts, as well as the United States Tax Court, the Federal Court of Claims, and the Federal District Court for Connecticut. Attorney Green received his Bachelor of Business Administration degree in Accounting with a minor in International Business from Hofstra University and is an honor graduate from New England School of Law. He earned a Masters of Laws in Taxation (LL.M.) from Boston University School of Law.

Frank Agostino is the president of Agostino & Associates, P.C., a law firm in Hackensack, New Jersey specializing in civil and white-collar criminal litigation, tax controversies, and tax planning.  

Before entering private practice, Mr. Agostino was an attorney with the Internal Revenue Service’s District Counsel in Springfield, Illinois, and Newark, New Jersey. He also served as a Special Assistant United States Attorney, where he prosecuted primarily criminal tax cases.  

As an adjunct professor, Mr. Agostino taught tax controversy at Rutgers School of Law and served as the Rutgers Federal Tax Law Clinic’s co-director.

Mr. Agostino is a frequent speaker and author on tax controversy and litigation matters. He serves on the Advisory Board of the Journal of Tax Practice and Procedure. Mr. Agostino is actively involved with the American Bar Association and the New York County Lawyers’ Association.

Mr. Agostino is also the President of the Taxpayers Assistance Corp., which provides tax and legal advice to low-income taxpayers in the NY/NJ area.

Darren Guillot

In his new role, Guillot provides executive leadership to SB/SE collection and operations programs. He directs sand oversees programs impacting taxpayers who file personal, corporate, flow-through, employment, excise, and estate and gift returns.

Guillot previously served as the director of Field Collection where he led efforts to enforce tax laws and assist taxpayers in meeting their tax responsibilities. He also previously served as director, Enterprise Collection Strategy and director Field Operations, Office of Appeals.

Guillot holds a bachelor's degree from Our Lady of Holy Cross College. He is a fellow of the Loyola University Institute of Politics and was awarded the certificate in public leadership by the Brookings Institute.

Erin has more than 35 years of experience in tax law. She began her career as an attorney in the IRS Office of Chief Counsel, where she worked for nearly 15 years in the Los Angeles District Counsel office. She then spent 20 years at KPMG, where she was managing director of the firm’s tax controversy practice for the Western region.

More recently, Erin represented several taxpayers on a pro bono basis in resolving disputes with the IRS. Throughout her career, she has been fortunate to work with many professional and hardworking IRS and TAS employees across the country. As a tax practitioner, she had enormous respect for TAS’s role as the “voice of the taxpayer.”
