Course Description

In this course, you will learn why Puerto Rico has become the new tax home for wealthy individuals and business owners looking for a legal way to maintain their U.S. citizenship and still lower their tax bills. In 2012, Puerto Rico implemented the Export Services Act and the Individual Investor Act to help reignite their local economy. In the process, they ended up giving taxpayers an amazing gift. Those businesses that qualify under the Export Services Act will only pay a 4% income tax in Puerto Rico and 0% tax to the IRS on their qualifying income. Those individuals who qualify under the Individual Investor Act pay 0% tax in Puerto Rico, and their qualified income is exempt from U.S. tax. This strategy is not right for everyone, but for those that qualify, it is a life-changer.

Dave Hall is a CPA, public speaker, webinar presenter, podcaster, retirement risk advisor, and all-around good guy. After graduating with his master’s degree in accounting from Southern Utah University, Dave moved to Las Vegas expecting to die there as a tax accountant. It was going great until he realized he had a greater passion for helping people get safely through retirement than he did for helping them get safely away from the IRS.


To follow his dreams, Dave left his role as managing partner of the accounting firm that he helped build into one of the largest in the history of Las Vegas. Eventually, he moved to Puerto Rico where he began piecing together what would allow him to share his knowledge on what it takes to get to a tax-free and risk-free retirement with thousands of people, just like you.


Dave now lives in Tennessee and spends most of his time educating CPAs and EAs on various retirement topics.
